Following Call with Trump, Putin Convenes Security Council to Discuss Ukraine Summit Proposal

MOSCOW – Russian President Vladimir Putin swiftly convened a meeting of his powerful Security Council on Friday, a move the Kremlin stated was a direct follow-up to a phone conversation with former U.S. President Donald Trump. The high-level assembly, reported by Russian news agencies citing Kremlin aide Yuri Ushakov, underscores the strategic importance Moscow places on the dialogue.

According to Ushakov, President Putin provided the council with a “detailed briefing” on his discussion with Trump, focusing on a mutual agreement to hold another summit addressing the war in Ukraine. The proposal for high-level talks represents a significant political development, coming at a critical juncture in the conflict.

A Surprise Diplomatic Gambit

The agreement for a new summit, reached on Thursday, caught many international observers by surprise. It coincides with a period of heightened anxiety in Moscow, as the United States deliberates on a fresh, multi-billion dollar military aid package for Kyiv. From the Kremlin’s perspective, engaging with Trump—who has consistently expressed skepticism about U.S. funding for Ukraine—could be a strategic maneuver to slow or alter the Western support that has been vital to Ukraine’s defense.

The timing is also politically charged within the United States, occurring just days after a failed assassination attempt on Trump, an event that has dramatically reshaped the American political landscape and solidified his status as the Republican presidential nominee.

The Power Behind the Council

In Putin’s Russia, the Security Council is far more than a symbolic body; it is the central command post for the nation’s most critical security and foreign policy decisions. Its permanent members include powerful figures like Defense Minister Sergei Shoigu, Foreign Minister Sergei Lavrov, and the heads of Russia’s intelligence and security agencies.

By briefing this group immediately after the call, Putin is signaling that the conversation with Trump warrants serious institutional consideration and strategic planning. The council’s role is to formalize and execute the President’s decisions, indicating that Moscow may be preparing a new diplomatic or tactical position based on the prospects of a future Trump administration.

Diverging Narratives and Global Implications

As with past interactions between the two leaders, the public accounts of the call highlighted differing priorities. The Trump campaign’s readout focused heavily on the former president’s account of surviving the assassination attempt and discussions about “the perils of January 6,” framing the call as one between two leaders bonded by shared experiences of political violence.

In contrast, the Kremlin’s emphasis was squarely on policy, specifically the proposed summit on Ukraine. This divergence suggests that while Trump may be engaging on a personal level, Putin is intently focused on leveraging the relationship to achieve concrete geopolitical objectives, primarily a negotiated settlement for Ukraine that could potentially favor Russian interests.
