Pakistan has designated Islamabad, Rawalpindi, Attock, Murree, and Haripur as “safe zones” where undocumented migrants will be barred from residence or settlement.
The decision was announced following a meeting at the Capital Development Authority, attended by representatives of the Interior Ministry, the National Database and Registration Authority (NADRA), the Federal Investigation Agency (FIA), and counterterrorism police.
Officials stated that only foreigners with valid visas will be permitted to stay in these cities. Violations will face strict security action. A joint database is being developed to track foreign residents, with access provided to multiple state agencies.
The government also announced additional restrictions:
SIM cards will not be issued to individuals without valid visas.
Real estate transactions involving undocumented migrants will be prohibited.
In recent months, Pakistan has intensified its crackdown on migrants, particularly Afghans. Thousands have been detained, and many deported.
International organizations have voiced concern over the humanitarian impact of these measures, urging Islamabad to enforce migration policies while upholding human rights.
