European Businesses Heavily Dependent on U.S. Tech Giants, Raising Sovereignty and Security Concerns

A new study by Swiss cloud provider Proton warns that around 75% of Europe’s publicly listed companies rely on American tech firms—primarily Microsoft, Google, and Amazon—for essential services such as email and cloud infrastructure.

Key Findings:

  • Iceland, Norway, Ireland, Finland, and Sweden are the most dependent, with over 90% of companies using U.S.-based cloud services.

  • Countries with the least reliance include Bulgaria (16%), Romania (39%), and Slovakia (43%).

  • In major economies like the UK, France, and Spain, large corporations (valued over €200 billion) are entirely reliant on U.S. tech infrastructure.

  • 94% of UK tech companies and 80% of French tech companies rely on the U.S. tech stack.

  • Some critical sectors, such as banking, energy, telecom, and pharmaceuticals, are reported to be 100% reliant on U.S. services in countries like Spain and Ireland.

Risks and Concerns:

  • Digital sovereignty is threatened as Europe’s infrastructure is managed abroad, making it vulnerable to foreign influence, AI training exploitation, and surveillance.

  • Experts warn of national security risks if U.S. law, such as the CLOUD Act, is used to compel tech firms to hand over European data.

  • Microsoft France admitted it cannot shield user data from U.S. subpoenas.

  • There are concerns that a Trump administration could invoke the CLOUD Act or block services in Europe, leading to widespread disruption.

European Pushback:

  • Countries like Denmark and the Netherlands are reportedly exploring alternative providers.

  • France is calling for “strategic autonomy” to reduce dependence on foreign technology.

  • The UK’s Competition Authority criticized Microsoft and Amazon, who together hold 60–80% of the UK cloud market, for hurting competition.

Conclusion:

The study underscores a critical vulnerability in Europe’s digital infrastructure, prompting renewed calls for investment in homegrown, sovereign cloud solutions. Without diversification and stronger data protections, European industries and governments could face major operational risks and loss of control over sensitive digital ecosystems.
