Mawlawi Abdul Salam Zaeef: Defending the borders of the Islamic country is “Farḍ ʿAyn” (an individual obligation).

Abdul Salam Zaeef, a former Taliban ambassador from Pakistan, has stated that defending the borders of an Islamic state constitutes a fard ʿayn (an individual religious obligation). However, he argues that this responsibility cannot be fulfilled solely through statements, excuses, and condemnations. According to Zaeef, national defence can no longer be secured through personal sacrifice in the manner of the past; rather, it requires knowledge, technology, and advanced resources.

Zaeef stated:

“Defending the borders of an Islamic state is a fard ʿayn; however, such defence can no longer be achieved through the sacrifice of one’s life. It requires knowledge, technology, and the necessary means.”

He further emphasised that, in order to strengthen national defence, expenditure and unnecessary costs should be reduced, while available resources should instead be allocated towards enhancing defensive capabilities.

According to him, the defence of the country is no longer solely a matter of the Taliban movement’s military capabilities, as the circumstances have changed considerably.
